(3) The owners of any manufactured goods or raw materials which require a pass for their importation under the regulations, shall send in a written report of the place and factory from which they come together with some samples, and shall not have them imported until due enquiry has been made by our Investigation Department and a pass has been issued. No unloading of such goods and materials shall be made unless with the supervision of our Commission.

(4) For all British goods which were loaded into any British or other godowns in the interior before the 15th September, a report shall be filled in in connection with the Anti- Dritish Goods Regulations and forwarded to our Investigation Department. When due investigation has been made, they shall be referred to the Executive Committee for approval, and when approved, a permit will be issued for their removal. No removal of such goods shall be effected unless Regulation 3 is complied with.

(5) Any ship found to have smuggled any British goods shall be confiscated. In case the offence is not of a serious nature, a fine not exceeding $500 may be imposed instead.

connection with Customs duties payable for any British goods imported, unless a pass has been obtained for them. case of any wilful offence, a fine not exceeding $300 for the first offence, and $500 for the second, and when an offence is committed for the third time, the offender snall be made to stop his business as long as the boycott lasts. (7) As all coolics are subjects of China, they should also take part in the patriotic movement, and shall carry no British goods imported, unless they are provided with a pass.
